BRAZILIAN AGRICULTURE IN A WORLD OF CARBON PRICING: CHALLENGES AND OPPORTUNITIES

A sustainable coffee farm is an agricultural property that produces coffee in an environmentally friendly, socially responsible and economically viable manner. To achieve sustainability, coffee farms can adopt practices that ensure the preservation of water resources, biodiversity and air quality. They can also implement technologies for greater efficiency, use green manure, preserve permanent areas, avoid waste, use renewable energy and employ soil regeneration techniques.

b) A Case Study For Coffee Farming In The Region Of Alta Mogiana, São Paulo

Studies around the world show an increase in global average temperatures, with a consequent increase in extreme events and changes in the distribution of precipitation, causing a decrease in agricultural production and changes in planting areas. This study analyzed the exposure to climate risk that the coffee crop in the region of Alta Mogiana/SP, Brazil has been presenting in the past thirty years (1991-2021). Time series of daily data of maximum and minimum temperature and precipitation were used. By the statistical tests we observed a trend of increase in maximum temperatures daily of approximately 1.4°C and minimum daily of 0.8°C in the municipalities of the region and a trend towards a decrease in precipitation of 0.9 mm daily, indicating greater exposure of the coffee crop in the region to climate risk and increased vulnerability for the coffee producer. PRA = Programa de Regularização Ambiental – (Environmental Regularization Program)

The CAR and the PRA are, thus, important instruments to recover the vegetation cover and their effective implementation contributes to the achievement of commitments taken by the Brazilian Government regarding the reduction in the emission of greenhouse gas emissions in the Paris Agreement. In addition, the environmental recovery of degraded or deforested areas ensure the maintenance of environmental services such as climate regulation and maintenance of water bodies.

3) PSA – Payments for Environmental Services

Brazilian payment for environmental services programs: Based on “user pays” and “provider gets” principles, the Payment for Environmental Services (PES) consists of providing economic incentives or compensation for land users who adopt activities that promote ecosystem services.

a) New Agribusiness Law: the Green CPR:

  • An economic incentive for environmental preservation
  • The Rural Product Note (“CPR”) is a credit instrument by which the issuer undertakes the delivery of certain rural products.
  • There is the possibility of rural producers being remunerated for an activity they already perform.
  • The Green Rural Product Bond (CPR) emerges as a potential source of financing for the Brazilian agricultural sector. It is an instrument that aims to raise financial resources to maintain agricultural operations and, at the same time, preserve biodiversity.
